Screening Committees
The CBCRP enabling legislation specifies that the procedure for evaluating research proposals be modeled on the one used by the National Institutes of Health (NIH). CBCRP staff assemble review panels called "study sections" comprised of breast cancer patient advocates and researchers expert in the areas of the applications received.
Reviewers and advocates are, for the most part, drawn from outside California in order to avoid both the occurrence and the appearance of con-flicts of interest. Scientific reviewers are selected on the basis of their demonstrated competence and achievement as independent scientific investigators in specific breast cancer-related disciplines. CBCRP draws qualified individuals from as diverse a range of organizations as possible. Quality of research, professional service, and other scientific achievements and honors are considered in selecting members, as well as the overall balance of perspectives on each study section. Most members have served on other panels which review research proposals, although one or two less experienced individuals are usually placed on each study section to provide a different perspective and give them experience. Study section members are identified through a variety of souces, including rosters of NIH study sections, literature searches for publications and grants in the appropriate research area, recommendations from Council members, reviewers and researchers. Reviewers prepare written evaluations of proposals and meet, along with advocate members of the study sections, to discuss and vote on all applications assigned to that study section. When a particular area of expertise is needed for only one or two grant applications, an "ad hoc" reviewer is assigned and participates in the review of only those grants by telephone. Applicants are provided with written summaries (very brief, for the review of LOIs; more extensive for the review of full applications) of the reviewers' evaluations. The identification of the specific reviewers for each application is kept confidential, and the summary of the review is provided only to the applicant.
