The California Breast Cancer Research Program (CBCRP) is the nation's largest State-funded breast cancer research program and the 4th largest breast cancer research funder in the world. The Program promotes, funds, manages, and widely disseminates research on breast cancer in four ways: (1) a Core Funding program of investigator-initiated grants to investigators throughout California, including those at universities, research institutes, health care institutions, biotechnology companies, and community agencies; (2) a Community Initiatives program that supports and expands community involvement in research; (3) an External Relations program that disseminates research results through Symposia, publications, web, etc. and involves university, business and community leaders in development activities; and (4) Program Initiatives, which are major targeted research initiatives involving consortia of California and national scientists and advocates.

The Community Initiatives Manager leads the community-based research development and grants program, exercising oversight and management of all aspects of the community outreach, technical assistance, research development, evaluation, and program development. The incumbent plays a leadership role in coordinating and promoting breast cancer research in California in order to enhance and further define CBCRP's research and public service mission. The incumbent represents CBCRP to the public, and fosters and maintains close working relationships with a wide variety of community-based organizations and leaders in breast cancer research. The incumbent provides scientific management of all grants in the fields of public health and behavioral breast cancer research, as well as a significant portion of CBCRP grants in the etiology and prevention of breast cancer, and has responsibility in the areas of public health and behavioral breast cancer research for CBCRP program development and planning, and scientific aspects of peer review and award management. The Manager also leads the Program Evaluation program and coordinates strategic planning for the Council. The Manager also administers and solicits extramural funds in support of its outreach and technical support activities. As a member of the CBCRP management team, the Manager advises the Director on programmatic and policy issues related to the other CBCRP divisions.

The Community Initiatives Manager directs the community initiatives work of four doctoral-level professionals, as well as all CBCRP staff and members of the PARC, PAAC, and RGPO. Duties include determining Community Initiatives staffing needs, and ensuring coordination across units.

Leads short-term and long-term planning and strategies for the Community Initiatives program. Analyzes outcomes and strengths and weaknesses of strategies and develops new initiatives.

Independently manages the planning, development, and implementation of effective strategies to create new inter-organizational research collaborations around problems of mutual interest by working with community-based organizations, breast cancer activists and scientists.

Develops and manages creative new community initiatives by drawing on rapidly evolving scientific theories, state-of-the-art research methods, the latest experimental findings, breast cancer-related research initiatives at the national and state levels, and analysis of the scientific, political, and policy implications of these factors.

Devises and manages strategies to enable CBCRP to ameliorate institutional factors in academia which tend to serve as barriers to the involvement of scientists in community research collaborations.

Strives to make CBCRP a leader in breast cancer research and policy by representing the University and the Program on committees and boards of public and private organizations at both the state and federal levels.

Coordinates and oversees liaison to the scientific community about Community Initiative activities; manages responses to inquiries from potential and actual grant applicants; and advises on the development of future applications to the CBCRP.

Analyzes the capacity of California community organizations to engage in breast cancer research on issues important to their communities. Develops and implements strategies to increase capacity and manages outreach and technical assistance to community groups to encourage research collaborations with established scientists.

Analyzes ongoing informational and technical assistance needs of awardees through the grant period. Develops strategies to address needs and manages outreach and technical assistance to community and academic awardees to maximize the success of these projects.

Creates and serves as primary liaison to a permanent working group of California community organizations, scientists, advocates, and administrators whose purpose is to: 1) advise the CBCRP on breast cancer issues of concern to community organizations; 2) assist in fostering interest in breast cancer research among these agencies; 3) serve as a resource of practical experience and knowledge in community based participatory research collaborations with traditional research organizations; and 4) serve as a coordinating center for the dissemination and implementation of community-organization relevant CBCRP funded research results.

Leads team of scientific staff and acts as the lead writer for selected CBCRP publications pertaining to Community Initiatives. Prepares portions of annual publications including Advances in Breast Cancer Research, and CBCRP's Annual Report to the legislature, quarterly newsletter.

Independently manages external funding for Community Initiatives. Assesses program needs and appeals to potential external funders. Develops new initiatives, proposals and grants for submission. Develops and maintains relationships with foundations. Develops budgets for externally-funded projects. Oversees appropriate accounting and expenditure of external funds. Coordinates activities to fulfill requirements of all external funding. Maintains program contact with foundation program officers on issues arising in the conduct of externally-funded projects. Ensures timely submission of all requested reports.

Participates in short-term and long-term planning and strategies for the Program Initiatives, External Relations, and Core Funding divisions.

Serves as main public health scientific consultant for Program Initiatives. Staffs expert committees, prepares scientific position papers, drafts concept proposals and RFAs, recruits and staffs ad hoc review committees.

Identifies issues to be considered as CBCRP research priorities by analyzing scientific trends in public health and behavioral breast cancer research in pertinent literature and in presentations at scientific and breast cancer advocacy conferences. The incumbent's primary research area of focus is public health: formulates long-range and short-range program plans; identifies and analyzes issues that have high priority for new research initiatives; develops, presents and implements creative new research initiatives by drawing on own expert knowledge of rapidly evolving scientific theories, state-of-the-art research methods, and the latest experimental findings, and on analysis of the scientific, political, and policy implications of these developments; and presents plans and proposals to the Council. The incumbent attends and participates in the Council meetings and the implementation of the Council's recommendations.

Research and analyze state of the art approaches and methodologies to evaluating the impact of research funding, especially biomedical research funding; Advise Council and Staff on these approaches and develop recommendations.

Lead Council Evaluation Committee; Develop committee goals, workplans, budgets, staffing and timelines to allow committee to meet objectives; Facilitate meetings of Council Evaluation Committee; Coordinate and provide leadership for the analysis and resolution of issues.

Working in collaboration with all major program stakeholders, develop cost-effective evaluation strategies for CBCRP.

Oversee and/or conduct evaluation studies: identify measurable outcomes, create valid measurement tools and assessments, conduct questionnaires and data collection, create and manage project databases, retrieve and analyze data from SRP's research grant database; analyze both qualitative and quantitative data, communicate (both written and verbal) findings to a wide audience, and ensure recommendations are followed up on.

Provide leadership to and collaborate with other breast cancer research funding programs that are also evaluating the impact of their funding efforts.

Lead Council Priority-Setting Committee; Develop committee goals, workplans, budgets, staffing and timelines to allow committee to meet objectives; Facilitate meetings of Council Priority-Setting Committee; Coordinate and provide leadership for the analysis and resolution of issues.

Gather, compile and communicate priority-setting data to Advisory Council members, summarize all data presented to the Advisory Council, formulate recommendations for considerations.

Identifies potential CBCRP expert advisors and peer reviewers by keeping abreast of the latest scientific discoveries in public health breast cancer research, establishing and maintaining collegial relationships with leading investigators in California and nationwide, reading the pertinent scientific literature, and attending scientific meetings.

Manages the scientific peer review of public health breast cancer research grant proposals. Participates in the ongoing refinement of the CBCRP review committee process; plans and manages a fair and effective scientific review process. Analyzes and classifies proposals according to internal guidelines and the Common Scientific Outline coding scheme adopted by the International Cancer Research Partners (ICRP); identifies and recruits scientific reviewers based on required areas of expertise; assigns applications to reviewers. Coordinates with PARC and RGPO staff to ensure appropriate administration of Review Committee meetings. Serves as scientific review administrator at peer review meetings; takes notes on reviewers' comments; prepares summaries of reviewers' written and oral evaluations of proposals for transmittal to applicants. Participates in the development of grant award recommendations for consideration by the Council and the Director, taking into account program research priorities and conflicting demands on available resources. Provides oral summaries of reviewers' evaluations for Council members, as appropriate.

Monitors scientific progress of public health breast cancer research grants. Independently assesses the need for special monitoring of each funded project and, where necessary, recommends specific actions (e.g., site visits, audits). Makes decisions on exceptions to policy. Works closely with PARC staff to ensure appropriate grants administration. Analyzes investigators' requests to revise the terms of their awards and authorizes and implements revisions of terms. Prepares research summaries for the Compendium and the Annual Report to the Legislature.

In conjunction with the PARC, PAAC, Director and other Managers: analyzes CBCRP policies and procedures for grant application and award management to identify improvements, taking into account current UC and federal research administration issues.

Earned advanced degree in public health or allied field; doctorate preferred. Ten years of relevant experience required, with at least three in research in the field of the degree, preferably including research in cancer and at least five years in community research planning, or an equivalent level of education and experience.

Extensive knowledge and understanding of issues in disease-related research program management, science and health policy and research evaluation.

Working knowledge in the following fields:
--community-based participatory research
--survey research
--health education
--health behavior intervention
--psychosocial aspects of breast cancer, including especially survivorship issues
--epidemiology
--genetic & molecular epidemiology
--cancer prevention
--program evaluation

Demonstrated knowledge of the scientific, societal, and political issues related to breast cancer and breast cancer research.

State-of-the-art knowledge of the breast cancer field.

Previous management-level experience in the following areas:
--research
--research program administration, including establishing the program's direction, grant and contract solicitation, managing research teams
--managing program budgets

Proven leadership ability in scientific and community program planning and management of projects; experience leading scientific committees, outreach and technical assistance teams, peer review committees, and internal and external staff.

Knowledge and experience of community-based participatory research theory and practice, community outreach, technical assistance training and facilitation of collaborative teams.
